Not every Croydon roof letting water in needs restoring. The repair list here is consistent: missing and slipped tiles, storm damage after a hard blow, an iron valley rusted through, and bedding and pointing along the ridge crumbled far enough to let a cap move.
Two things drive that list: ordinary wear across a roof nobody has been up on in a long time, and storm damage, sudden and local. They look much the same from the driveway. Wear means the whole surface is heading the same way; a hard blow usually means one or two things moved and the rest is still sound.
A slipped tile has lost its grip rather than broken, so it walks downhill and opens a gap every tile above it pours water into. An iron valley is the folded channel down the join between two roof planes; packed debris holds moisture against it until it corrodes from underneath, so it is well gone before anything shows inside. Bedding and pointing is the mortar under and over the ridge caps: once it crumbles, wind gets under the cap and the ridge turns into an open seam.
On the older metal sections, and there are plenty across the units and the later additions, it is rust and loose fasteners instead. Sheet from before the modern coated products has no reserve of protection, so once the paint film goes the steel is exposed at the laps and around every screw. Each fastener that has backed out sits above a cavity that stays damp and goes mouldy, noticed on an enclosed verandah or a unit as a smell before a stain.
The question worth settling is whether a repair will hold or whether that section has run out of road. The test is whether the faults are local or spread. A handful of identifiable problems on an otherwise intact surface is a repair. The same faults everywhere mean the surface is finished, and patching buys time at full price. Roof Painting Croydon
Faded, chipped and peeling paint is what usually starts the conversation, and on a sound tile it is the coating that has failed rather than the tile. The coating is the wear item: it takes the weather so the tile underneath does not have to, and when it thins, chips and lifts away, what is left exposed is a body that was never meant to be the outer surface. Discolouration is the early stage, chipping the middle, peeling the end.
Both tile and Colorbond get painted around here, and the failure runs differently on each. On tile the coating breaks down and the face turns open and porous, so it holds water instead of shedding it. Done that way, a repaint is a genuine alternative to replacing a roof that is otherwise fine, and on this stock it is closer to routine maintenance than a last resort. Older Houses Are Rarely One Roof

What Gets Asked on a Character Home
Usually not. Both are surface conditions, and the surface is the renewable part of a roof. What is under the tiles decides it.
It changes the planning more than the outcome. Older construction means brittle tiles underfoot, framing built to none of the modern conventions, and often several sections added at different times. All workable, once assessed.
In the short run, yes, and sometimes it is the right call: two cracked tiles and a lifted flashing on a sound roof is a repair. It stops being cheaper once the roof has been patched two or three times, because you have paid for access repeatedly and the cause is still there.
